Question 427: To ask the Minister for Agriculture, Food and the Marine if he will set out the regulations covering the sale of such products like rolled barley and wheat from agriculture outlets and depots. [32216/11]

The European Communities (Food and Feed Hygiene) Regulations 2009, S.I. 432 of 2009 obliges all feed business operators, including operators of agricultural outlets and depots which supply feed materials such as rolled barley or wheat, to be registered with this Department in accordance with the Feed Hygiene Regulations (Regulation (EC) No 183/2005). This legislation also outlines general rules for feed hygiene, arrangements for ensuring good practice and traceability.

Feed business operators, must have HACCP based procedures in place. In addition, they must ensure that the feeds which they supply are of merchantable quality and comply with the EU legislation governing undesirable substances and products in feed.

All feed put into circulation must also comply with the Regulation (EC) No 767/2009 on the marketing and use of feed. Specifically, this Regulation sets out the requirements for the labelling of feed.
