Question 477: To ask the Minister for Enterprise, Trade and Innovation if she will list all appointments made by her between 14 January 2011 to 25 January 2011, inclusive, to State boards, agencies, quangos, bodies, authorities and other bodies within the aegis of her Department; the person appointed in each such case; their professional or personal qualifications which recommended them for the appointment in each case; the remuneration associated with the position; the selection process employed; if it was a new appointment or a re-appointment; in the cases of reappointments, when the person was first appointed to the body; and if she will make a statement on the matter. Forfás: Two appointments were made to the Board of Forfás in the period in question. Under the Industrial Development Act 1993, members of the Board of Forfás are appointed by the Minister with the consent of the Minister for Finance. Each year, the two longest serving members are required to retire from office. A retiring member is eligible for reappointment.

Mr Eoin O'Driscoll was reappointed as Chairman to the Forfás Board on 17th January 2011 and Dr Don Thornhill was reappointed as an ordinary Board member on the same date.

Mr O'Driscoll was first appointed to the Board of Forfás as Chairman in July 2004. Dr Thornhill was first appointed to the Board of Forfás in 2003.

Persons are considered for appointment to the Forfás Board in light of the objectives of the organisation and on the basis of their particular competencies, expertise and experience.

Forfás is a Category 2 Board. A fee of €20,520 per annum is currently payable to the Chairperson of such bodies and a fee of €11,970 per annum is payable to ordinary Board members.

National Competitiveness Council (NCC): Three appointments were made to the National Competitiveness Council (NCC) in the period in question. Under the Terms of Reference of the NCC, members of the Council are appointed by the Minister for Enterprise, Trade and Innovation.

Mr. Declan Purcell, Mr. Harry Lorton and Mr. Michael Delaney were all appointed to the Council on 20th January 2011 to fill vacancies created by the resignation of other members. All three are new appointees to the NCC.

Appointments to the NCC are made having regard to several factors, including the expertise and experience of the individuals relative to the objectives of the Council, and the balance of skills and attributes in the overall composition of the Council.

No remuneration is paid to members of the National Competitiveness Council.
