Question 200: To ask the Minister for the Environment, Heritage and Local Government when the allocations for the housing adaptation grant scheme for people with a disability, housing aid for the elderly scheme and the mobility aids grant scheme will be made available to local authorities; when such allocations will be made to Westmeath County Council and Longford County Council and the amounts thereof; and if he will make a statement on the matter. Local authorities allocate social housing to eligible applicants in accordance with the terms of their Scheme of Letting Priorities adopted under section 11 of the Housing Act 1988. There are a variety of allocation systems in use and housing authorities have discretion as to the type of prioritisation system they wish to adopt. Based on a study carried out in my Department in 2005 the breakdown of types of schemes used by authorities is as follows: Points Based Systems, 32%; Merit Based Systems, 50%; Time on list plus priority, 6%; Other, 12%.
