Local authorities allocate social housing to eligible applicants in accordance with the terms of their Scheme of Letting Priorities adopted under section 11 of the Housing Act 1988. There are a variety of allocation systems in use and housing authorities have discretion as to the type of prioritisation system they wish to adopt. Based on a study carried out in my Department in 2005 the breakdown of types of schemes used by authorities is as follows: Points Based Systems — 32%; Merit Based Systems — 50%; Time on list plus priority — 6%; Other — 12%.

More up to date information on the schemes currently operated by individual authorities may be found on the websites of individual housing authorities or can be obtained by contacting the authorities directly.
