I move:


That notwithstanding anything in Standing Orders that all Stages of No. 2a on the supplementary Order Paper, Irish Bank Resolution Corporation Bill 2013, be taken today and the following arrangements will apply: the proceedings on Second Stage shall be brought to a conclusion after one hour and 30 minutes; the contribution of each group spokesperson on Second Stage shall not exceed eight minutes, every other Senator shall not exceed five minutes, the Minister?s reply shall not exceed ten minutes; the proceedings on Committee and Remaining Stages shall, if not previously concluded, be brought to a conclusion after 15 minutes by one question which shall be put from the Chair and which shall in relation to amendments include only those set down or accepted by the Government; No. 2b, an earlier signature motion, shall be taken without debate on the conclusion of No. 2a.

On a point of order, we cannot agree to one hour and 30 minutes for a Second Stage debate. There will be many Senators who will want to speak on one of the most important Bills to come through this Seanad. The time allocated is grossly inadequate given that we have not had enough time to properly scrutinise the Bill. To tell Senators that some Members will be prevented from even having their say-----

With respect, the grandstanding is coming from over there. With the debate down to one hour and 30 minutes, many Members will not have their say. There is no reason the Chair cannot give us more time to have a proper debate on this Bill. The fact it is being rammed through is bad enough.

We are not even allowed to speak on the Bill. The Leader is preventing some Members from having their say.
