I have seen this in practice and it is in the county plan in Galway. There are three levels but it all comes from the Act. I do not blame the planners because they follow the law. Rather than testing if the family will be Irish speaking and evaluating that, they ask if one is in the GAA club or this or that club. For example we have the polasaí neartú Gaeltachta in Galway so if an Irish speaking family comes to live in Cois Fharraige they can get planning; tá eisceacht ann. How can they be in the club when they are not in the area yet and so on? There is a meaning being taken out of this that to me gets away from the real thing we are trying to do, namely create Irish speaking communities. Whether those people are interested in tiddlywinks, Gaelic football or hurling is immaterial. As the director in the Roinn knows, my personal preferences might be for hurling and Gaelic football but that is not germane to the issue. The issue is purely linguistic. From my practical experience that word is open to misinterpretation so that is why I am suggesting that the Department clarify that issue once and for all.
