Mr. Paul Hogan:

Absolutely, that is a reality for much of the west. These designations arise from a European perspective, they are European designations, and for that reason they require particular levels of assessment, protection and control. That is part of the overall consideration of rural housing.

I am suggesting that Gaeltacht-specific matters can be resolved and will be almost ready to go when the rural housing guidelines themselves have been addressed. We will find it very difficult to avoid environmental assessment of the guidelines because of the issues the Senator has mentioned and the fact that very often, clearly the most scenic areas would be places where people would very much like to live or to have a holiday home, but that is where the conflict can arise and there are sometimes pressures for development that just cannot be satisfied. That is going to have to be very much part of the rural housing guidelines rather than tying that necessarily to Gaeltacht guidance, if the Senator understands what I mean.
