To ask the Minister for Employment Affairs and Social Protection the number of vacancies which arose at principal officer level for the years 2022, 2023, 2024 and to date in 2025 in his Department and agencies under the aegis of his Department; the number of these vacancies filled between internal and external methods; the number of vacancies each year at principal officer level filled by mobility; the number of internal competitions for principal officer grade run by his Department since 2010; and if he will make a statement on the matter. Please see below a table detailing Principal vacancies filled by year since 2022 in the Department of Social Protection by internal promotion, open competitions and civil service mobility. A number of lateral moves also took place within DSP that are not included in the figures below.

The Pensions Authority had three Principal vacancies arising in the years 2022, 2023, 2024 and to date in 2025. All these vacancies were advertised externally, therefore all Principal vacancies were filled by external competition. The Pensions Authority is a public sector body and does not have access to the Civil Service mobility scheme. The Authority’s policy is to fill permanent vacancies at Assistant Principal Officer grade and above through open public competition, so no such vacancies were filled by internal competition.
The Citizens Information Bureau filled one Principal vacancy in 2022 and one in 2024 by open competition.
