To ask the Minister for Education and Skills if he will work with the Department of Justice, Home Affairs and Migration to streamline visa application processes for non-EU PhD researchers, for instance by waiving the need to renew their immigration permission, and simply allowing their visa to last the duration of their research degree. I am advised by my colleague, the Minister for Justice, Home Affairs and Migration that all non-EEA students pursuing relevant courses of education are legally required to be registered for Irish immigration residence permission under the Immigration Act, 2004. A visa, if required, allows for entry into the State. It does not grant residence permission. Such permission may be sought, or renewed, by providing the relevant material required.
As the Deputy will be aware, issues relation to visa applications are not under the remit of my Department, and I have no role in determining the requirements of the initial registration, or subsequent renewals, for residence permission, which is a matter for the Minister for Justice, Home Affairs and Migration.
