The relevant sponsoring agency is responsible for the composition of applications for funding under the Urban Regeneration and Development Fund (URDF), and decides, in the first instance, on which suitable projects it wishes to have considered for URDF funding. In that context, Cork City Council did not submit an application under previous funding calls of the Urban Regeneration and Development Fund for the refurbishment or redevelopment of Mayfield Sports Complex.

The agreed Programme for Government included a commitment to establish a new Towns and Cities Infrastructure Investment Fund to:

• invest in infrastructure, acquire land, assemble sites, de-risk sites;
• support the development of new transport orientated development towns as necessary; and
• continue and expand URDF (Urban Regeneration and Development Fund) investments in project to regenerate the public realm.
