I propose to take Questions Nos. 1502, 1503, 1504, 1505 and 1623 together.
I had a constructive meeting with the Special Rapporteur for Racism and Racial Equality, Dr Ebun Joseph, and the European Commission’s Anti-Racism Coordinator, Michaela Moua on 26 June 2025. I reaffirmed my Department’s commitment to monitoring and supporting the implementation of the National Action Plan Against Racism 2023-2027 and Ireland’s commitment to combatting racism.
The Special Rapporteur for Racial Equality and Racism is expected to present the first annual report on the National Action Plan Against Racism (NAPAR) shortly. Upon its receipt it will be submitted to Cabinet and then published on my Department’s website: www.gov.ie/en/department-of-justice-home-affairs-and-migration/publications/national-action-plan-against-racism/, as per the process outlined in the NAPAR itself.www.gov.ie/en/department-of-justice-home-affairs-and-migration/publications/national-action-plan-against-racism/.
The Ireland Against Racism Fund (IARF), has been an important element in supporting the implementation of the NAPAR since its launch in 2023. It arose in response to Action 2.14 of the NAPAR, which states: ‘‘Provide funding for national and local initiatives that aim to combat racism and foster racial equality and community cohesion, in order to support the implementation of this plan and the achievement of its objectives’’.
The overall objective of this fund is to provide funding for national and regional projects, as well as local initiatives, that aim to combat racism and foster racial equality and community cohesion. 57 projects amounting to €2.4 million have been funded under the scheme to date.
Minister of State for Migration, Colm Brophy, announced a call for proposals under the 2025 IARF on 17 July 2025. €1 million has been made available for the 2025 funding call. Applications for the IARF closed on 27 August 2025.
