I propose to take Questions Nos. 2619 and 2632 together.

The State Claims Agency (SCA) has a statutory remit to manage personal injury and third-party property damage claims on behalf of State authorities, including the Health Service Executive (HSE).

The SCA has provided me with the information set out below.

The information contained within this report has been extracted from the National Incident Management System (NIMS).

The following table outlines the number of Healthcare claims recorded by the SCA from 1st January 2015 up until 16th July 2025 (YTD). This includes claims for both the General Indemnity Scheme and the Clinical Indemnity Scheme. It does not include Property Damage Recovery claims.

Please note that Healthcare claims refers to claims across hospitals, nursing homes, HSE locations including community healthcare locations, and COVID-19 response locations. It excludes claims recorded against other designated schemes.
