Environmental Impact Assessments

236. To ask the Minister for Environment, Community and Local Government if environmental assessments will still be undertaken on future infrastructure projects, as outlined in the National Development Plan 2021-2030; if the just transition metric, as outlined in the plan, will be applied to said assessments; and if he will make a statement on the matter. The general matter raised in the Question is not one in which I, as Minister, have a direct function. Matters related to the NDP should be addressed to the Minister for Public Expenditure, Infrastructure, Public Service Reform and Digitalisation.
I am advised, however, that as part of the National Development Plan Review, all Departments and Offices have been required to subject all projects proposed for funding under the NDP to a climate and environmental assessment. When revising and developing measures for inclusion in the NDP, Departments were asked to undertake a qualitative self-assessment of the anticipated impact each measure is likely to have on six specified climate and environmental outcomes.
I am further advised that every measure to be prioritised by Departments for delivery from within NDP allocations over the period ahead will go through thorough consideration of its impact at each stage, in line with all requirements of the Infrastructure Guidelines. The allocations outlined in the NDP Review represent the continued focus and commitment of this Government to climate action and to ensuring Ireland is well positioned to realise the benefits of a just transition to a green and sustainable economy.
