23. To ask the Taoiseach to outline how the recommendations of the Dublin City Taskforce will impact the south inner city; if the task force has an increased focus on the north inner city relative to the southside; if the recommendations will lead to the regeneration of Pearse House; and how the recommendations will lead to increased focus on urban regeneration of derelict buildings in the south inner city. Following the publication of the Dublin City Taskforce’s Capital City report, the Department of the Taoiseach convened an Interdepartmental Group (IDG) to examine the Taskforce’s recommendations.

The goal is to make Dublin City Centre a more thriving, attractive, and safe cityscape, and a desirable location to live, work, do business and visit.

The Government approved the IDG’s Report of the Taskforce’s recommendations and the Roadmap for Delivery on 24 June 2025. These publications are available at: www.gov.ie/en/department-of-the-taoiseach/publications/dublin-city-taskforce/

The Roadmap identifies that it is necessary to create a strong focal point for the special measures being proposed and includes a map setting out a ‘core area’ of Dublin centred on O’Connell Street and adjoining streets, as far as College Green, with a focus on significant investment in public realm and the built environment facilitating a reduction in dereliction and vacancy. It also includes a wider area of the city centre, including North and South Inner City, with a view to enhancing connectivity of this area with other key assets and strengths of the city.

Through the Roadmap for Delivery a number of new measures will be put in place including:

-a Special Purpose Vehicle (SPV) which should be established by and operate under the auspices of Dublin City Council to drive delivery

-a 10 Year Integrated Area Strategy for Dublin city centre to optimise funding and investment and tackle vacancy and dereliction

-accelerated delivery of landmark capital projects in the city centre through additional funding in the URDF under the NDP review

-redevelopment of the GPO as an ambitious and historic flagship project.
