My Department has made €325 million available to our local authorities for their overall social housing second-hand acquisitions activity in 2025, with each local authority receiving an individual allocation.

Local authorities have Delegated Sanction to purchase second hand acquisitions for the following priorities categories only:

  • Tenancy Sustainment - Tenant in Situ (TiS) for HAP and RAS tenancies.
  • Exits from homeless services.
  • People with a disability and older persons requiring urgent housing responses.
  • Buy and Renew (B&R) acquisitions which tackle vacancy.
With regard to property size and type, this is a matter for individual local authorities however, in the case of purchases to facilitate housing first, exits from homeless services and accommodation for elderly or disabled persons, the property size and type will be informed by the individual households specific requirements.
