Under my Department's 2025 Energy Efficiency Retrofit Programme (EERP), €90m has been made available to Local Authorities to upgrade approximately 2,500 homes. It is expected that 36,500 local authority owned homes will be retrofitted under this programme by the end of 2030, achieving a minimum BER rating of B2.

In certain circumstances, my Department supports the installation of 1kWp solar PV for small social housing with a floor area less than 55 m2, with a maximum HLI of 2.6. In such cases local authorities are required to cooperate with SEAI as part of research monitoring the performance of heat pumps in these dwellings. Detailed in the table below are the number of PV installs funded by my Department:

Works eligible under my Department's EERP include attic/cavity wall insulation or external wall insulation where required, windows and doors replacement, heat pump installation and ancillary and associated works. These funded measures achieve the minimum B2 BER rating. The table below indicates the average cost recouped to local authorities across various pre works BERs over the period 2021 to 2024:

The average cost to retrofit a local authority home stands at €34,000.
