I propose to take Questions Nos. 188, 189, 204 and 205 together.
My Department is responsible for managing our diplomatic relations with over 190 States and international organisations. Communications with our counterparts are managed both through the Department at headquarters and across our diplomatic mission network.
Communications conveyed or received by my Department and other Foreign Ministries, or between Embassies, may relate to topics of significant interest and importance and such communications are often described as démarches. That is to say, many of the communications that my Department has with Embassies, Foreign Ministries and multilateral organisations across the wide range of issues that we deal with can often be referred to as démarches. On occasion démarches can also be coordinated through the EU delegation in non-EU countries or at multilateral institutions.
I am sure the Deputy will appreciate that it would not be appropriate for me to list all such communications that have occurred given that the topics can include sensitive issues such as those involving bilateral relations, human rights matters or individual consular cases.
