The Commission for Communications Regulation (ComReg) may determine the number, grading, remuneration and other conditions of service of staff – subject to the consent of the Minister for Public Expenditure and the Minister for Culture, Communications and Sport in accordance with Section 20(3) of the Communications Regulation Act, 2002. ComReg currently has sanctioned numbers of 246 and is actively recruiting. Its headcount at the end of May 2025 was 194.1 FTE, with current vacancies being 54 FTE. The total of 248.1 exceeds the current employee control framework of 246 due to their being vacancies noted for recruitment before staff have left, and also staff hired in replacement with a handover occurring.

ComReg is directly accountable for the performance of its functions to Committees of the Oireachtas in accordance with Section 34(2) of the 2002 Act. It also has a dedicated email address for any queries arising from Members of the Oireachtas at oireachtas@comreg.ie.
