The most recent data available (2023) indicates that the total annual fuel consumption for the active fishing fleet is approximately 61 million litres. Using a straight-line extrapolation and without accounting for seasonal variation, vessel activity levels, or vessel size, the indicative cost of providing a €0.20 per litre fuel aid support across different time periods is outlined in the table below.

Please note that these are high-level indicative figures only.

Time Period Estimated Cost (€)
3 months €3.05 million
6 months €6.10 million
9 months €9.15 million
12 months €12.20 million

343. To ask the Minister for Agriculture, Food and the Marine to provide the first and full-year cost of introducing a continuity grant for the Irish inshore fishing fleet, vessels less than 18m, equivalent to 20% of turnover and based on turnover from 2021,2022,2023 and 2024. [27924/25]

The EU typically defines the inshore fleet as vessels under 12 metres in length. However, in order to provide more complete costings data has been provided for vessels under 18 metres as well as 12 metres. It should be noted that vessels between 12 and 18 metres are generally considered part of the large-scale fleet (LSF) under EU classifications.

The figures presented reflect gross turnover only. They do not account for operational expenditure, which is often considered when assessing financial support schemes that are based on profitability rather than turnover.

Naturally, any such scheme would be required to comply with the State Aid guidelines for the fishery and aquaculture sector, may require a State Aid decision and be supported by a DPENDER sanction and associated budget allocation.

*The tables below provide indicative estimates of a 20% grant based on turnover figures for vessels <18m and <12m, respectively. Turnover data for 2023* is provisional and 2024 figures are not yet available.

Vessels <18m

Year Turnover (€) 20% Grant Estimate (€)
2021 103,327,712 20,665,542
2022 89,888,342 17,977,668
2023* 80,569,973 16,113,995
3-Year Average 91,262,009 18,252,402

The estimated cost of a scheme for all vessels <18m, equivalent to 20% of average annual turnover for the years 2021 - 2023, for one year is €18,252,402

Vessels <12m (EU Inshore Definition)

Year Turnover (€) 20% Grant Estimate (€)
2021 73,501,209 14,700,242
2022 66,852,140 13,370,428
2023* 59,539,388 11,907,878
3-Year Average 66,630,912 13,326,182
The estimated cost of a scheme for all vessels <12m, equivalent to 20% of average annual turnover for the years 2021 - 2023, for one year is €13,326,182
