I propose to take Questions Nos. 463 and 464 together.

My Department publishes comprehensive programme-level statistics on social housing delivery activity in all local authority areas on the statistics page of its website. Data in relation to funding provided by the State for HAP tenancies to end of Q3 2024 can be found on my Department’s website at this link:

I propose to take Questions Nos. 465, 466 and 469 together.

Social Housing is delivered through a range of local authority and Approved Housing Body (AHB) delivery programmes. Capital expenditure on the delivery of new social homes is also supported by current funding provided through the Social Housing Current Expenditure Programme (SHCEP).

The table below sets out the details in respect of social housing expenditure through build, acquisition and lease delivery schemes in each year over the period 2020 – 2023. In relation to 2024 Housing expenditure, this is currently being examined and will be available shortly.

2020 2021 2022 2023
€m €m €m €m
Social Delivery
Build 1,032 1,075 1,476 1,597
Acquisition 281 328 220 458
Lease 207 287 384 199
Total 1,519 1,690 2,079 2,253

In relation to funding for AHBs, my Department does not fund AHBs directly, rather the funding is provided primarily to the local authorities and also to the Housing Agency, who in turn, release this funding to the AHBs in line with relevant funding scheme conditions. However, the funding provided by my Department in respect of the main range of AHB capital and current funded schemes, in each year over the period 2020 – 2023, is set out in the table below.

Year
Funding

€m
2020 515
2021 633
2022 797
2023 1,062

Additionally, in respect of AHB related homeless expenditure, financial reports from each of the homeless regions setting out expenditure on homeless services, are published on my Department’s website at the following link:

www.gov.ie/en/collection/80ea8-homelessness-data/#local-authority-regional-financial-reports

More broadly, annual expenditure details for all Housing Subheads within my Department’s Vote are set out in my Department’s Appropriation Accounts which are available on the Office of the Comptroller and Auditor General (C&AG) website at the following link:

www.audit.gov.ie/en/publications/appropriation%20accounts/

My Department's 2024 Appropriation Account is currently being finalised and is due to be submitted to the C&AG shortly.

The 2025 budgetary allocations for all Housing Subheads and the related key performance metrics, are available in the 2025 Revised Estimates Volume (REV) which is available at the following link:

www.gov.ie/en/collection/e20037-revised-estimates/#2025

In addition, my Department collects and publishes comprehensive data on social housing delivery activity by local authorities and AHBs across the build, acquisition, leasing, RAS and HAP delivery streams. This data is available on the statistics page of my Department’s website at the following link:

gov.ie - Overall social and affordable housing provision

My Department also publishes the social housing construction projects status report (CSR) which outlines the ongoing delivery of social housing across the country. These reports are available at the following link:
