488. To ask the Minister for Employment Affairs and Social Protection if he plans to bring forward proposals for a baby loss certificate, similar to the UK, for mothers and parents who lose a baby due to a miscarriage; and if he will make a statement on the matter. [13448/25]

The 'Baby Loss Certificate' scheme was introduced by the UK government as part of a response to an independent review, published in 2023, into early pregnancy loss.
The recommendation in relation a certificate of baby loss which the Deputy refers to is one of 73 recommendations made in the UK review. The report also recommends against establishing a formal system of registration as part of this process. The recommendations are intended to support the UK government and the NHS in creating a parent-centered approach to improve the safety and care experience for all those who experience early pregnancy loss.
The operation of the UK scheme is administered in the first instance at a hospital level, where the details of the pregnancy loss are recorded. Parent(s) in the UK scheme are also required to confirm that they are registered to an NHS GP scheme and have an NHS health record.
The operation of a similar scheme in Ireland is largely a matter for my colleague the Minister for Health, however I want to assure you that I and my officials are happy to engage as appropriate with that Department in relation to this important matter.
