372. To ask the Minister for Transport, Tourism and Sport further to Parliamentary Question No. 209 of 5 February 2025 in relation to the installation of EV chargers in public places, if Dublin City Council has completed its strategy as referred; if its strategy is being funded by Zero Emission Vehicles Ireland; whether he receives sight or approval of the strategy; what is contained in that strategy; and if he will make a statement on the matter. An EV Charging Infrastructure Strategy for Dublin was published in October 2024. This publication was a joint undertaking from the county's four local authorities:

  • Dublin City Council
  • Fingal County Council
  • South Dublin County Council
  • Dun Laoghaire-Rathdown County Council>
Dublin is one of the local authorities that have already completed their strategies, while others are in progress. It is anticipated that most of these plans will be finalised by 2025.

Local authorities will be funded by Zero Emission Vehicles Ireland (ZEVI) to develop local and regional EV charging network strategies and implementation plans. This process will identify the number of charge points required in each area, including on-street chargers to serve residents without access to private off-street parking.

ZEVI will also publish The Regional and Local EV Charging Network Plan shortly. This will provide a pathway for the accelerated delivery of destination and neighbourhood charging and will be lead by Local Authorities.

ZEVI has worked directly with the local authority groups as they have developed, and continue to develop, their strategies and will provide other supports and resources as necessary. This close engagement ensures that both The Regional and Local EV Charging Network Plan, and Local Authorities own EV Charging Infrastructure Strategies are fully aligned. Local Authority EV Infrastructure strategies are designed and owned by the Local Authority rather than the Department of or Minister for Transport.
