To ask the Minister for Foreign Affairs and Trade the details of, and his views on, the total amount of taxpayers' money allocated to overseas aid with provision for 'reproductive rights' services, and specifically with regard to moneys to fund or promote abortion provision, from 2019 to 2024, in tabular form. Development cooperation is integral to Ireland’s foreign policy and our priorities are set out in A Better World, the Government's policy for international development. A Better World recognises that access to comprehensive sexual and reproductive health care is fundamental to transforming women's health outcomes and to realising Sexual and Reproductive Health and Rights.

The promotion or provision of abortion is not a central element of Ireland’s approach to sexual and reproductive health in development cooperation. The focus is rather on the prevention of sexual and gender based violence; enhanced maternal and new-born health; the prevention and treatment of HIV and AIDS; and, reducing unmet need for contraception amongst adolescent and young women, including those in humanitarian crises.

Thematic details of Ireland’s Official Development Assistance are reported annually to the OECD and published in our ODA Annual Report. This includes funding relating to reproductive care and family planning, the details of which are set out below. In line with OECD definitions, these categories include prenatal and postnatal care including for delivery, the prevention and treatment of infertility, the prevention and management of consequences of abortion, counselling, information, and education for family planning, and, the delivery of contraceptives.

The figure for 2024 is provisional. The increase in support for reproductive care in 2023 reflects our initiative on Sexual and Reproductive Health and Rights in the development cooperation programme.
