The Defence Forces Infrastructure Development Plan (IDP) sets out a programme of project delivery for the years 2023 to 2027. The Plan is iterative in nature thus ensuring that it remains relevant and that investment is targeted where most needed. The programme reflects the complex environment in which the Defence Forces operate and the corresponding need for appropriate infrastructure to provide for accommodation and training of personnel, as well as the maintenance and storage of equipment for land, sea and airborne operational requirements.

The capital allocation for building works in military installations and barracks across the country for the last five years was some €170m. This year the capital allocation stands at €50m for capital investment with a further €12.5m allocation for ongoing maintenance and running costs.

In respect of the cost of refurbishment works to Collins Barracks, Cork, the following projects were (either completed/ ongoing during 2023, 2024, 2025 or are scheduled for progression in the years to come.

Year Project Costs Inc Vat Status
2023 I&U Office Building 73-1 €913,029.23 Completed

2024 Upgrade of Ablutions at Blocks 15 & 16 €477,059.80 Ongoing
2025 Refurbishment of Block 1 Accommodation €4,948,181.77 Ongoing
I can also advise the Deputy that the following projects are in the procurement pipeline for the coming future:
  • Refurbishment of Security Duty Centre
  • Garaging Facility
My Department also allocates funding each year to the Defence Forces for the maintenance, repair and upkeep of its building stock. This year a budget of €12.5 million was assigned to the Defence Forces by my Department. The individual prioritisation of specific projects to be carried out is solely a matter for the Defence Forces in keeping with the delegated nature of this budget.
