1083. To ask the Minister for Employment Affairs and Social Protection the reason there is no leeway for those who were unable to access information about the humanitarian assistance scheme due to power outages from Storm Éowyn (details supplied); and if he will make a statement on the matter. Supports under the Humanitarian Assistance Scheme (HAS) are available under 3 separate stages. I refer to person’s application for HAS stage 1 following Storm Éowyn.

The HAS stage 1 is in place to address immediate hardship in the aftermath of the storm. Stage 1 of the HAS scheme provides emergency support payments to cover food and other essential costs in the immediate aftermath of the event only. It does not provide general compensation for damage, additional costs, or losses incurred as a consequence of a weather event, nor does it cover damage or losses that are reasonably expected to be covered by insurance policies.

Following additional and new provided by the Deputy, a review of the person’s HAS claim was undertaken. The person has been awarded €300 which will issue to them by cheque this week.
