To ask the Minister for Housing, Planning, and Local Government if the 3,000 social and affordable homes to be funded through the €450 million capital allocation approved by Cabinet on 18 February 2025 are to deliver homes within the existing Housing For All targets as set out in the 2021 Housing For All plan. To ask the Minister for Housing, Planning, and Local Government if he will list the 3,000 social and affordable homes to be delivered through the €450 million capital allocation approved by Cabinet on 18 February 2025, broken down by the number of units in each local authority area and the social housing landlord associated with each scheme that is, named AHB or the relevant local authority, in tabular form. I propose to take Questions Nos. 531, 532 and 533 together.

Government is fully committed to working with all stakeholders to deliver social, affordable and cost rental homes at scale and to continue accelerating housing supply across all tenures. This is underpinned by the decision by Government to provide additional capital funding of €450 million in 2025 to support housing delivery.

The additional capital being provided will allow for the approval of projects which will deliver 3,000 social, affordable and cost rental homes. In line with the funding framework for multi annual capital programmes, the additional capital will be fully expended in 2025, including through addressing additional funding commitments for 2026, and will result in the delivery of the new homes in the period 2025-2027.

The capital funding will be allocated against the following Housing delivery streams:

A.3 - Local Authority Housing €56m

A.11 - Capital Advance Leasing Facility (CALF) €54m

A.28 - Cost Rental Equity Loan (CREL) €295m

A.31 - Affordable Housing Fund (AHF) €45m

For reasons of commercial sensitivity, details of specific proposals which are pending funding approval under the schemes set out above, cannot be released.

The additional capital funding builds on the very significant housing investment provided by Government in recent years. The overall capital funding available for housing in 2025 is now over €6.5 billion, supported by a further €1.65 billion in current funding to address housing need. Government will continue to invest to build robust pipelines for social and affordable homes and to provide certainty and confidence to citizens and the wider Housing market.
