507. To ask the Minister for Housing, Planning, and Local Government the number of sites zoned for housing in each county by the local authorities, in tabular form. [7373/25]

The zoning of land for particular purposes, including housing, is an exercise undertaken by planning authorities as part of their overall statutory plan function generally as part of a development plan under sections 9 to 13 of the Planning and Development Act, 2000 (as amended), but can at present also be carried out as part of a local area plan (LAP) process. The making of a development plan or an LAP is a reserved function of the elected members of each authority.

It should be noted in the first instance that the zoning of land within the development plan or a local area plan is not broken down on the basis of individual sites or parcels of land in individual ownerships.

This zoning task is performed in order to meet the identified housing supply needs of the local authority and is undertaken in accordance with the ‘Housing Supply Target Methodology for Development Planning, Guidelines for Planning Authorities’ under Section 28 of the Planning and Development Act (as amended). These guidelines provide a national methodology for each planning authority to estimate an overall housing supply target for their development plan that is consistent with the National Planning Framework (NPF).

This housing supply target is identified in the core strategy table of the development plan of each local authority and is quantified as an overall number of housing units that is to be planned for including in the zoning of lands for housing.

Details of the residential zonings within the development plans and local area plans of the 31 local authorities are available on the websites of the local authorities, with zoning data also available to view on the mapping platform .
