The Disabled Drivers and Disabled Passengers (Tax Concessions) Regulations (S.I. No. 353 of 1994) (as amended) provide for the repayment or remission of VAT and Vehicle Registration Tax (VRT) on the purchase of an adapted vehicle for the transport of a person with specific severe and permanent physical disabilities. To qualify for the scheme, the person must be in possession of a primary medical certificate and the vehicle itself must be specially constructed or adapted for use by the applicant. The extent of the adaptations will determine the amount of relief available.

I am advised by Revenue that an application form DD1 was received from the person (details supplied) on 4th November 2024. The supporting documentation supplied with the application was incomplete and Revenue wrote to the person on 13th November 2024 outlining the issues to be resolved. A reply was received on 20th November, but it did not fully resolve the issues raised. A second letter from Revenue seeking further clarifications was issued on 3rd December 2024 but this was returned as undelivered by An Post on 29th January 2025. The letter was resent on 29th January 2025 to an alternative address provided by the applicant and a response is awaited. The information requested relates to clarifications around the adaptation category being applied for. When these clarifications have been received, Revenue will then be in a position to process the claim.

The applicant can contact Revenue’s Central Repayments Office on 01-7383671 if further clarification or assistance is required in addressing the issues awaiting clarification.
