384. To ask the Minister for Housing, Planning, and Local Government the steps he will take to reduce the number of guesthouses in Dublin city facilitated by a company (details supplied); and if he will make a statement on the matter. [36418/24]

The proposed Short Term Letting and Tourism (STLT) Bill being developed by the Department of Tourism, Culture, Arts, Gaeltacht, Sport and Media (DTCAGSM) will provide the statutory basis for the establishment of a register for Short Term Lets in Ireland and for the implementation of the new EU Short Term Rental (STR) Regulation which was adopted by the EU on 11 April 2024.

The Government's housing plan, “Housing for All”, has specifically committed, in the context of making more efficient use of existing housing stock, to developing regulatory controls with a view to ensuring that homes are used to best effect in areas of housing need. The STL register will provide a framework within which planning authorities can identify those STL properties that are operating without the appropriate planning permission.

The Department of Tourism has advised that it is intended to bring the STLT General Scheme to Government in the Autumn for approval and publication and to then proceed with drafting of the Bill.

In parallel to the drafting of the STLT Bill, my Department will develop Planning Guidelines for the Short-Term Letting sector to supplement the introduction of the Bill. This guidance will provide clarity and certainty on the planning permission requirements in respect of short-term letting properties. It is intended that a draft of the updated guidelines will be published simultaneously with the publication of the STTL Bill by DTCAGSM.
