1152.To ask the Minister for Housing, Planning, and Local Government the progress made on the tenant incremental purchase scheme as operated by Clare County Council since its implementation; and if he will make a statement on the matter. [33049/24]

The Tenant Incremental Purchase Schemes provide for the purchase by eligible tenants of local authority properties which are available for sale under the terms of the particular scheme.
All applications for the schemes must satisfy the requirements outlined in the relevant legislation. Local authorities may, within the provisions of the regulations, exclude properties from sale in the interest of good estate or stock management. More information, including information on any specific exclusions which have been implemented by Clare County Council is available directly from the local authority concerned.
Statistical information regarding the number of houses sold by Clare County Council from the beginning of the Scheme’s implementation until the end of 2023 is available on my Department’s website:

1153.To ask the Minister for Housing, Planning, and Local Government regarding the combining of two existing applications for social housing, if it could be possible to do so without making an entirely new application, which would reset the time spent on the list to a couple’s detriment (details supplied); and if he will outline the principles guiding his Department’s decision on this matter. Applications for social housing support are assessed by local authorities in accordance with the eligibility and need criteria set down in section 20 of the Housing (Miscellaneous Provisions) Act 2009 and the associated Social Housing Assessment Regulations 2011, as amended.
It is a matter for each local authority, as part of its housing management functions, to determine the conditions in relation to persons being added to a household in its administrative area. Typically the households revised application would be reviewed in light of the change in circumstances and the application would be updated accordingly.
Decisions on the qualification of specific persons for social housing support, the most appropriate form of any such support, and the allocation of that support are a matter solely for the local authority concerned.
