To ask the Minister for Housing, Planning, and Local Government if he will advise regarding planning exemptions in relation to the change of use of a property from commercial to residential; how compliance with building regulations and fire safety are to be established; if it is a requirement that the buildings concerned must be vacant for a two-year period prior to commencement of works; if a commencement of works notice is still a requirement in the absence of a planning application; and if he will make a statement on the matter.
