243. To ask the Minister for Health the costs incurred to date in 2019 by the HSE based on the accrual accounting method; the budget for the HSE to date in 2019 under the same method; and if he will make a statement on the matter. [40467/19]

The HSE’s latest income and expenditure position at 31 July 2019 shows an in-year revenue deficit of €226m which represents 2.5% of the available budget of €9,157.5m year to date, a significant improvement on the same period last year.  When the incoming first charge from 2018 is taken into account the year to date deficit increases to €281m.

The main drivers of the deficit are Acute Hospitals, Disability Services, Pensions, State Claims, PCRS and Overseas Treatments.

My Department is working with the HSE to gain further clarity on the projected year end position and working to mitigate any deficit in so far as is possible, in co-operation with the Department of Public Expenditure and Reform.
