Financial Services and Pensions Ombudsman Remit

146. To ask the Minister for Finance if local authorities are classified as financial service providers for the purposes of complaints to the Financial Services and Pension Ombudsman in view of their role in administering and providing mortgages through the Rebuilding Ireland mortgage scheme; and if he will make a statement on the matter. It is important to distinguish the Office of the Ombudsman from the Office of the Financial Services and Pensions Ombudsman (FSPO).

The role of the Ombudsman is to examine complaints from people who feel that they have been unfairly treated by a public service provider within his remit, including local authorities.

Therefore, people would have a right of complaint to the Ombudsman on issues concerning how local authorities administer the Rebuilding Ireland Mortgage Scheme.

I understand that the FSPO does not consider that he has a role in investigating the actions of local authorities in relation to mortgages provided under Rebuilding Ireland.
