To ask the Minister for Transport, Tourism and Sport if he has given consideration to merging Transport Infrastructure Ireland and the National Transport Authority in view of the serious overlap in functions of these bodies and his own longstanding policy to reduce pressure on taxpayers by cutting the number of overlapping State agencies; and if he will make a statement on the matter. The National Transport Authority (NTA) is a statutory non-commercial body tasked with undertaking strategic planning of transport, investing in all public transport infrastructure and developing the effective management of traffic and transport demand for the Greater Dublin Area (GDA).

Transport Infrastructure Ireland (TII) was established through a merger of the National Roads Authority and the Railway Procurement Agency under the Roads Act 2015, with effect from 01/08/15. TII's primary function is to provide an integrated approach to the future development and operation of the national roads network and light rail infrastructure throughout Ireland.

The NTA has extensive powers which reflect the importance of public transport service integration.  The mechanism for cooperation and coordination between the various transport stakeholders including the TII  is a matter for the individual stakeholders but I am satisfied that there is appropriate cooperation and coordination between them and that there is no duplication of roles.

There are currently no plans to merge the NTA and TII.
