GLAS Payments

218. To ask the Minister for Agriculture, Food and the Marine if he will provide additional resources to ensure payment of the outstanding 118 GLAS 1 and 2 claims by persons in counties Cavan and Monaghan who are still awaiting 85% of the 2016 payment. [22233/17]

Under the EU Regulations governing the Scheme and other area-based payment schemes, a comprehensive administrative check, including cross-checks with the Land Parcel Identification System must take place.

The first full year of payments to participants in the first two tranches of the scheme is 2016. To date, nationally, over 92% of these participants have received their 2016 GLAS advance payment and for Cavan and Monaghan over 94% of claims have been paid.

As this Scheme is EU funded my Department must ensure that all payments processed meet all the required regulatory checks. I wish to assure the Deputy that my Department is making every effort to process outstanding payments with payments issuing weekly as cases clear all of the required checks and validations.

The person named was approved into GLAS 2 with a contract commencement date of 1 January 2016.

During the 2016 prepayment checking process an issue presented on the computerised crosscheck of Department databases in relation to the Protection of Watercourse from Bovine and Conservation of Solitary Bee actions. Department officials have examined these issues and the application is now being further processed for payment in respect of the 2016 scheme year.

The person named was approved into GLAS 2 with a contract commencement date of the 1 January 2016.

During the 2016 prepayment checking process an issue presented on the computerised crosscheck of Department databases in relation to the Protection of Watercourse from Bovines actions.  Department officials have reviewed this issue and the 2016 payment will now be further processed with a view to issuing payment as soon as possible.

The person named was approved into GLAS 1 with a contract commencement date of the 1 October 2015 and has received full entitlements in respect of the 2015 scheme year.

During the 2016 prepayment checking process an issue was identified with the Planting New Hedgerows action.  Department Officials have been in contact with the applicant directly to resolve this issue and when the applicant informs the Department of the up to date position with this action the 2016 payment application will be processed further.
