The person named submitted a Transfer of Entitlements application to transfer 5.47 entitlements by gift under the 2014 Single Payment Scheme. This was processed and full payment issued to the person named on 1 December 2014. All Single Payment Scheme entitlements expired on 31 December 2014.

As the person named did not receive a direct payment under the 2013 Single Payment Scheme, he did not qualify for an automatic allocation of entitlements under the new Basic Payment Scheme. In addition, no application was received to my Department to transfer the allocation rights established under the previous owner of the herdnumber to the person named. In light of the extenuating circumstances outlined above my Department will make direct contact with the person named to facilitate this transfer and establish Basic Payment Scheme entitlements in the account of the person named.
