I assume that the Question refers to the LEADER element of the Rural Development Programme 2007-2013 (RDP). On foot of a legal challenge by another EU Member State , the European Court of Justice prohibited the publication of beneficiary detail. Because of this judgment Ireland has only published details of payments to the Local Action Groups that administer the Programme. In January 2014, this issue was resolved and lists of beneficiaries under the RDP, in respect of 2014 EU financial year, will be published in May 2015.
