174. To ask the Minister for Transport, Tourism and Sport further to Parliamentary Questions Nos. 611 of 30 September 2014 and 28 of 1 October 2014, if he will provide an update on whether he has referred the matter of the surrender of driving licences upon disqualification from driving and the subsequent tracking of same to the penalty points working group, with a view to ensuring that the most effective arrangements will be put in place to ensure that all licences are surrendered; and, if the working group has considered this matter, to report on its recommendations on how the current and historical arrangements regarding the surrender of driving licences upon disqualification from driving could be improved. The Criminal Justice Working Group was established to oversee and facilitate the implementation of the recommendations of the Garda Inspectorate report on the Fixed Charge Processing System (FCPS).

The Group is currently considering the future vision for the system, including any adaptations which may be necessary in legislation or in the procedures of the various State agencies involved, in order to improve the operation of the FCPS.  The issue of surrender of licences  upon disqualification will be addressed as part of this process.
