382. To ask the Minister for Environment, Community and Local Government if the water charges to be levied on private rental properties will be billed to the user or to the landlord; his views on the Water Services (No. 2) Act which states that it will be presumed, unless the contrary is proved, that the owner of a premises is also the occupier, and in that scenario, if he will indicate the level of proof necessary to ensure that water charges are billed to the user in the same way as applies to other utilities; and if he will make a statement on the matter. With effect from 1 January 2014, Irish Water is responsible for public water services. The Water Services (No. 2) Act 2013 provides that Irish Water can collect charges from its customers in receipt of water services provided by it. The Act defines a customer as the occupier of the premises in receipt of water services. In advance of the commencement of water charges in October 2014, Irish Water has confirmed to my Department that it will be engaging with every household to verify details particular to individual customers and addresses .
