257. To ask the Minister for Public Expenditure and Reform if someone recruited to a position in the Civil Service in 2011 or 2012 can be deemed to be recruited in 2010 for the purposes of determining their salary scales, for any reason, including if they had previously worked, if only for a short period of time and on a temporary contract or part-time contract, in the Civil Service or public sector generally prior to their recruitment to a permanent position post in 2010. I propose to take Questions Nos. 256 and 257 together.

On the introduction of the modified salary rates introduced in January 2011, persons who were recruited to the public service through direct entry competitions in the period after January 2011 and who previously worked as a public servant in a similar or analogous role had such service recognised and were not accordingly subject to the revised rates. In fulfilment of the commitments entered into under the terms of the Haddington Road Agreement, my Department recently notified Government Departments and Offices of the revised pay rates applying in respect of the relevant direct entry civil service grades coming within the terms of clause 2.31 of that Agreement.
