Local Authority Housing Maintenance

394. To ask the Minister for Environment, Community and Local Government if his attention has been drawn to the crisis in funding in Dublin City Council regarding the replacement of broken windows and doors that has a waiting list of 18 months; if he will he consider a supplementary budget to allow them to clear this back log. Local authorities are responsible for the management and maintenance of their housing stock and for the preparation and implementation of planned maintenance programmes and pre-letting repairs to vacant houses. Responsive repairs to tenanted properties in Dublin City, including the replacement of broken windows and doors, are a matter for Dublin City Council.

This year my Department is providing a total of €20 million to improve the energy efficiency of older local authority housing stock. €10 million of this will fund a broad range of energy retrofitting works while a further €10 million is being provided as part of a 3-year €50 million programme to target the provision of wall and roof insulation in the 25,000 least energy efficient local authority homes. In cases where particular issues arise in relation to window and door replacement, local authorities may undertake these works in conjunction with energy retrofitting works.
