Local Authority Funding

393. To ask the Minister for Environment, Community and Local Government if any consideration has been given to funding local authorities to carry out a full retrofit programme of insulation of their dilapidating housing stock to bring their BER up to an acceptable standard; if any such scheme will include at least double glazed windows and doors, attic insulation, draught excluders and possibly wall insulation. There are an estimated 25,000 older local authority dwellings with low levels of energy performance due mainly to heat loss through the fabric of the building. On 5 June I announced details of a €50 million energy retrofitting measure for these 25,000 local authority homes under the Government’s additional €150 million capital investment in the economy over 2013-2014. I subsequently notified allocations to local authorities totalling €10 million for spending this year on a suite of works to include roof, attic and wall insulation together with draught-proofing of windows and doors. Funding of €25 million in 2014 and €15 million in 2015 will enable insulation retrofitting works to be completed on all 25,000 properties.

In cases where particular issues arise in relation to window or door replacement, local authorities may carry out these works in conjunction with energy retrofitting works .
