Question 165: To ask the Minister for Agriculture, Food and the Marine when a 2012 agri environment options scheme payment will be issued to a person (details supplied) in County Tipperary [31125/12]

The person named was approved for participation in the Agri-Environment Options Scheme with effect from the 1st September 2010 and 75% payment totalling €1,084.02 issued in respect of 2010.

Under the EU Regulations governing the Scheme and other area-based payment schemes, a comprehensive administrative check, including cross-checks with the Land Parcel Identification System, must be completed before any payment can issue. The application was selected for a Cross Compliance inspection which resulted in a penalty being imposed. The cross compliance penalty, in this case 3%, will be deducted from the balancing payment which will issue shortly.

Payments in respect of the 2011 scheme year are subject to a similar administrative checking process which includes verification of capital investment through checks on receipts. Following completion of the payment for year 1, the administrative checking process in respect of year 2 will be completed with a view to issuing payment as soon as possible.
