Question 412: To ask the Minister for the Environment, Community and Local Government if he will explain the rational, between a local authority housing applicant, (details supplied) living on a rent subsidy in the private sector, being allocated a housing association unit (details supplied) under the rental accommodation scheme of residency; if he will explain the rational as such a tenant of a housing association living in a RAS designated unit does not qualify for an internal transfer within the housing association scheme, that they must go on the city council housing transfer scheme in order to be rehoused as their family develops by the local authority and not the housing association; and if he will make a statement on the matter. The range of social housing delivery mechanisms has broadened in recent years in response to the diversity of need of households unable to secure accommodation from their own resources. The needs of households in receipt of social housing support can also change over time, requiring arrangements to be put in place for transfer to other forms of social housing more suited to their current needs. In accordance with section 22 of the Housing (Miscellaneous Provisions) Act 2009, it is a matter for housing authorities to consider applications for alternative accommodation from households in receipt of social housing support from an approved housing body or under the Rental Accommodation Scheme in accordance with the transfer policies set out in their allocation schemes.
