As the Deputy may be aware, the recognition of qualifications for teacher registration is now a matter for the Teaching Council, the body with statutory responsibility for establishing and maintaining standards in the teaching profession in the State.
Accordingly, I am sure you will appreciate that it would not be appropriate for me to intervene in individual cases.
Departmental Circular CL 0040/2010 states "In the case of an appointee who has applied to the Teaching Council, remuneration will be at the rate for unqualified persons pending the decision of the Council." It further states "When registration for the sector and recognition of qualifications for the purpose of the post is achieved then incremental salary will be allowed from the date of registration."
It is my understanding that the person referred to by the Deputy is in dispute with the Teaching Council regarding the receipt of her application for registration and has requested that her registration be backdated. The Teaching Council have investigated the matter and decided that backdating her registration is not appropriate in this instance.
