Question 512: To ask the Minister for Agriculture, Fisheries and Food the reason entitlements have been withdrawn in respect of a person (details supplied) in County Galway; if his attention has been drawn to the fact that there is a genuine reason the entitlements were not used and that there will be severe financial hardship if entitlements are not reinstated; and if he will make a statement on the matter. The late husband of the person named established 18.61 standard entitlements to the value of €1,501.64. These entitlements were not used in 2009 and 2010 and have now expired.

While the herd-number was transferred to the person named from her late husband in July 2007, and Single Payment applications were submitted for each year since, the person named did not apply to transfer the Single Payment entitlements to her own name. Consequently, no payment issued for these years and the entitlements remained unused.

An application to transfer the Single Payment entitlements was received on 16 December 2010, along with a copy of Letters of Administration. Even though this application was received several months after the closing date for receipt of such applications, it will now be accepted, and the entitlements will be re-instated to the person named and payment in respect of the 2010 Single payment scheme will issue in due course.
