The supplementary welfare allowance scheme, which includes rent supplement, is administered by the community welfare division of the Health Service Executive (HSE) on behalf of the Department. Under existing arrangements, an appeal against a decision on entitlement to rent supplement is made in the first instance to a designated Appeals Officer in the HSE. A person dissatisfied with the decision of the HSE Appeals Officer may, if they so wish, make a further appeal to the Social Welfare Appeals Office.
The number of rent supplement applications from 2007 to present is provided in the Appendix A of the tabular statement. Statistics in relation to HSE Appeals are available from 2008 onwards and are provided in Appendix B of the tabular statement. The Chief Appeals Office maintains statistics in relation to appeals for supplementary welfare allowance but does not provide a breakdown for individual sub-schemes, including rent supplement.
