Question 758: To ask the Minister for the Environment, Heritage and Local Government if he plans to develop statutory authority for our major rivers such as the River Liffey so that an agency will take responsibility for the maintenance and protection of the river; and if he will make a statement on the matter. In accordance with the Water Framework Directive, Ireland has adopted a catchment-based approach to river basin management planning. The Liffey falls within the Eastern River Basin District and the local authorities within this catchment are jointly responsible for the making of river basin management plans which aim to protect and improve water quality.
The Directive is implemented through River Basin District projects led by co-ordinating local authorities and funded by my Department. In the case of the Eastern River Basin District, Dublin City Council is the co-ordinating authority for the making of the plans, which are due to be finalised by the end of June.
