Question 357: To ask the Minister for the Environment, Heritage and Local Government if he has referred the contract for an incinerator (details supplied) in Dublin 4 to the Competition Authority; if he has seen the contract in order to make this decision to refer the contract; and if he will make a statement on the matter. The Attorney General sought and received on my behalf, on a confidential basis, a copy of the agreement in respect of the public private partnership between Dublin City Council, acting on behalf of the Dublin local authorities, and Dublin Waste to Energy. I have certain concerns from a competition perspective in regard to aspects of this agreement. On the further advice of the Attorney arrangements are being progressed for the retention of a financial expert to provide additional analysis which will be forwarded to the Attorney for his consideration in conjunction with economic analysis already provided.
