As indicated in the previous reply, the introduction of additional penalty points will take place on a phased basis, as has been the practice up to now. No specific timetable was set for penalty points when provided for in the Road Traffic Acts.

Question 315: To ask the Minister for Transport his views on the practice of newspaper sellers selling newspapers to motorists as they walk up and down at main junctions; if same is illegal; if the main newspaper groups have been requested not to facilitate this practice; his plans to prevent this practice; and if he will make a statement on the matter. The promotion of public awareness of road safety is a matter for the Road Safety Authority. The enforcement of the Road Traffic Acts or the Roads Act is a matter for the Garda Síochána. Safety in the context of a workplace or work environment comes under the remit of the Health and Safety Authority. I have no role in this regard.
